Obama administration sets housing agency pay caps

WASHINGTON (AP) ? The Obama administration is clamping down on excessive pay at public housing authorities, setting caps that extend and expand limits imposed by Congress. The cap applies to the portion of executive salary paid with federal money. It does not require congressional action.

The national survey of 2010 salaries found that while most local public housing officials were compensated in amounts at or under the new limit, a few top local housing officials were getting at least twice that amount. The officials spoke Monday on condition of anonymity to discuss a plan that had not yet been made public.

Among those receiving large pay packages were top executives at housing agencies in Atlanta, Los Angeles, Philadelphia and Chelsea, Mass. All the executives at those agencies have left their jobs.

Those salary packages caused a furor last year, prompting calls for an investigation by Sen. Charles Grassley of Iowa, the senior Republican on the Senate Judiciary Committee.

The highest 2010 compensation package was for the top executive at the Housing Authority of the City of Atlanta, who received a total compensation package of $644,214, including salary, bonus and other benefits. Others included $606,320 for the top official at the Housing Authority of the City of Los Angeles, $417,688 at the Philadelphia Housing Authority and $357,635 at the Chelsea, Mass., Housing Authority.

Local media reports of those payments last year caused a furor in Congress, which set a $155,000 salary cap on housing agencies for the 2012 fiscal year. The administration's plan aligns those limits to the federal government pay scale, makes them permanent and applies them to bonuses and other means of compensation as well.

Agencies can still supplement a top officials pay with state or local government money.

The senior administration officials said the Los Angeles housing agency has lowered its top salary to $260,000 and the Philadelphia agency has set its top pay at $225,000. Chelsea, Mass., a suburb of Boston with a population of about 35,000, has lowered its top pay to $135,000.

While the top limit planned by the Obama administration would be $155,000 for agencies managing more than 1,250 public housing units, HUD would set lower limits for smaller public housing agencies. Housing authorities with between 250 and 1,250 units could pay a maximum of $125,926, and agencies handling fewer than 250 units could pay no more than $88,349.

Alright, great! Anyway, could I expand upon the "power to create blades" a bit? I was thinking making it a power of compressing her own "energy" into or through objects, allowing her a wider and more useful range of abilities, such as physical reinforcement, the ability to channel energy through her swords and into the air to create razor wind, and so on and so forth, with the highest level of her ability being the creation of swords out of pure energy.

Also, all the good pictures I found that I could use happen to involve, long story short, dog ears. Is there any possible way to get around this - I.E., Angels can reshape their bodies at will like they do to remove their wings, and my character took on a somewhat animal-ized form due to a bit of confusion involving Human culture which could result in epic lulz if done right - Or should I just find new images and such?

HUIZHOU, China (AP) ? A group of Austrians whose scenic mountain village has been copied down to the statues by a Chinese developer attended Saturday's opening in China for the high-end residential project but were still miffed about how the company did it.

Minmetals Land Inc.'s replica of Hallstatt, a quaint Austrian alpine hamlet, is located in subtropical southern China.

The original is a centuries-old village of 800 people and a UNESCO heritage site that survives on tourism. The copycat is a housing estate that thrives on China's new rich. In a China famous for pirated products, the replica Hallstatt sets a new standard.

The Chinese Hallstatt features a church spire, a town square ringed by pastel-colored buildings and angel statues. They're among architectural flourishes inspired by the original.

Members of the Hallstatt delegation said they were proud to be copied but also disappointed with the way it was done.

"They should have asked the owners of the hotel and the other buildings if we agree with the idea to rebuild Hallstatt in China, and they did not," hotel owner Monika Wenger said ahead of the opening ceremony. "And that was a big problem we had with this project here."

People in Hallstatt first learned a year ago of Minmetals' plan when a Chinese guest at Wenger's hotel who was involved with the project inadvertently spilled the beans. Minmetals staff had been taking photos and gathering data while mingling with tourists, raising suspicions among villagers.

Minmetals Land is the real estate development arm of China Minmetals Corp., China's largest metals trader.

Wenger said she was "disappointed" the company didn't ask permission.

Mayor Alexander Scheutz, who signed a cultural exchange agreement Saturday with the new Hallstatt, was more diplomatic, saying "we are very proud."

While construction was continuing at the Chinese project, located in Guangdong province's Huizhou city, about 60 kilometers (100 miles) northeast of Hong Kong, the site was already open to visitors.

But some were skeptical the copycat version would ever match the beauty of the original, a scenic jewel with hill-hugging chalets, elegant church spires and ancient inns all reflected in the deep still waters of an Alpine lake, about 300 kilometers (186 miles) west of Vienna.

"Chinese architecture is very characteristic and stylish," said Zhong Ping, a Huizhou resident. "Just work on your own style. Why do you have to copy others? Even the flowers are fake ? I can tell they are fake at first glance."
